Buy a dispensation, not a visitor permit

Havering has a quirk worth getting right before the day. Most of the suburbs are unrestricted with driveways, so the van simply parks outside. But in the controlled zones near Romford and Hornchurch the council says you should not put a cleaning or removals van on a resident’s visitor permit. Trades are meant to buy a parking dispensation, a waiver, instead.

We arrange that at our end, so it is not a job for you. Visitor parking itself is virtual here through MiPermit rather than scratchcards. The whole borough has been inside the ULEZ since the 2023 expansion, which matters if you are hiring your own van for the furniture.

Romford rebuilds, the suburbs stay put

Romford is in the middle of the biggest rebuild in the borough’s history: thousands of new flats going up around the station and on the old estates, from Bridge Close out to Rainham and Beam Park. Those check out the way new-builds do, on limescale on the glass and chrome, the oven, and the high handover standard the managing agents expect, which is set against a nearly new inventory rather than negotiated.

Around that, Havering is family-house country. It is the most easterly and leafiest London borough, mostly interwar semis, terraces and bungalows with gardens through Hornchurch, Elm Park and Collier Row, with bigger period homes out at Upminster and Emerson Park. There the check-out is the oven, carpet worn along the hallway, and dust on the picture rails. Hard water adds limescale on the taps and screens throughout.

Common questions

The council says we cannot put your van on our visitor permit. Is that right?

It is, and it is unusual. In the Romford and Hornchurch controlled zones Havering asks trades to buy a parking dispensation, a waiver, rather than use a resident visitor permit, which is virtual through MiPermit. We arrange the dispensation at our end. Most of the borough is unrestricted with driveways anyway.

What do the new Romford flats get marked on?

The handover standard, which is higher than a private landlord would set. Thousands of flats have gone up around the station and out at Bridge Close, Rainham and Beam Park, and the managing agents check them against a nearly new inventory, so limescale on the glass and chrome and any film on the oven shows immediately.

Our Upminster house has three bathrooms. How is that quoted?

On the property. The bigger period homes out at Upminster and Emerson Park have more rooms and more bathrooms than the bedroom count suggests, and in this hard water each bathroom is a descaling job in its own right. Send the size, and say whether the garden is on the inventory, and we fix the figure.

Is Havering hard water like the rest of Essex?

Yes, and it shows on the taps and shower screens right across RM1, RM2, RM3, RM11, RM12 and RM14. That is why descaling is part of the standard clean here rather than a paid add-on.
